Stephen Rigby

Stephen Rigby is an independent board member and corporate advisor.

From 2015 to late 2020, Mr. Rigby was President and CEO of the Ontario Lottery and Gaming Corporation. During his six year tenure, he oversaw significant business growth and the implementation of a new model for the corporation’s land based gaming assets, as well as the development of new platforms for digital gaming products.

Prior to joining OLG, Mr. Rigby enjoyed a 34 year career in the federal public service. From 2010 to early 2015, he was National Security Advisor to Prime Minister Stephen Harper. He also held deputy ministerial roles as President of the Canada Border Services Agency, Associate Deputy Minister of Foreign Affairs and Executive Vice President of CBSA.

Before his appointment as a Deputy Minister, Mr. Rigby served as the Assistant Secretary to the Cabinet for Security and Intelligence in the Privy Council Office.

He began and continued a significant portion of his career in the Department of National Revenue, subsequently the Canada Revenue Agency. He held a number roles in that organization including Assistant Commissioner for Corporate Affairs, Chief Financial Officer and Assistant Commissioner Policy and Planning.

Mr. Rigby is a native of Great Britain and was born in Tanzania. He currently divides his time between Ottawa and Toronto.
